MGNREGA legally guarantees 100 days of paid work to rural households โ but millions of rural workers never claim this right because they do not know how to register, demand work, or enforce their wage payment rights. This guide explains every step from getting your Job Card to receiving your wages and what to do when the system fails you.
The MGNREGA Job Card is your identity document for the scheme and records all work done, wages earned, and complaints filed. To apply: submit a written application to your Gram Panchayat Pradhan or Gram Rozgar Sahayak (GRS). The application just needs your name, age, and address โ no income proof or caste certificate needed. The Gram Panchayat must issue the Job Card within 15 days of application. The Job Card is free โ if anyone charges money for it, they are breaking the law. If the Gram Panchayat delays or refuses, you can register a complaint at the State MGNREGA office or call the MGNREGA helpline. Keep your Job Card safely โ it is your proof of registration and records every day of work you do under MGNREGA.
Demanding work is your right โ not a request. Submit a written application to your Gram Panchayat for work. The Panchayat must provide work within 15 days of receiving your application. Works are assigned at the Gram Panchayat level โ you should receive work within 5 km of your residence wherever possible. If work is assigned more than 5 km away, you are entitled to an extra 10% of wages as transport allowance. The Gram Panchayat must maintain a Work Demand Register โ you should insist your demand is registered in writing with a receipt. You can submit demands individually or as a group (families in the same village can submit a joint demand). The demand is valid for 15 days from the date of submission.

MGNREGA wages are paid through DBT (Direct Benefit Transfer) directly to your bank or post office account within 15 days of completing the work. The current MGNREGA wage rate (2026) varies by state โ from โน236 per day (Madhya Pradesh) to โน374 per day (Haryana). Check the latest state-wise rates at nregs.nic.in. If wages are not paid within 15 days of work completion, you are entitled to a Delay Compensation of 0.05% per day of the delayed payment โ this is automatically calculated and paid through the system, but you must make sure the delay is officially recorded. If your bank account or post office account details have changed, update them immediately with the Gram Panchayat โ unlinked accounts cause DBT failures.
If the Gram Panchayat cannot provide work within 15 days of your demand, you are legally entitled to an Unemployment Allowance. This is paid from the state government's own funds (not the central government). Rate: 1/4th of the wage rate for the first 30 days, then 1/2 the wage rate for the remaining period of unemployment. To claim: your work demand must have been registered in writing. File a claim in writing with the Gram Panchayat. If the Panchayat ignores your claim, escalate to the Block Development Officer. Many states are poor at proactively paying unemployment allowance โ you must actively claim it. This right is rarely exercised because workers are not aware of it.
The Muster Roll records attendance for all MGNREGA workers at a worksite. You can check your attendance and wages online at nregs.nic.in โ Reports โ 'MIS Reports' โ State โ District โ Block โ Gram Panchayat โ 'Muster Roll'. Your attendance must be entered daily โ if the Mate (supervisor) does not enter your attendance, your wages will not be processed. You can also check via the UMANG app (available on Android/iOS) โ MGNREGA section. Check your attendance weekly and report discrepancies immediately to the Gram Panchayat and Gram Rozgar Sahayak.

Describe your complaint (delayed wages, denied work, Job Card not issued, corruption). You will receive a grievance number โ track status online. By phone: Call the MGNREGA helpline at 1800-345-22-44 (toll-free). Social Audit: MGNREGA mandates regular Social Audits at the Gram Panchayat level โ these are public meetings where all MGNREGA work and expenditure is reviewed. Attend and raise your complaints during Social Audits โ they have legally binding powers to order corrections. Physical: Submit written complaints to Gram Panchayat โ Block Development Officer โ District Programme Coordinator โ State MGNREGA Director in that escalation order.
