Official document issued by Regional Transport Office (RTO) authorizing you to drive specific categories of vehicles on public roads.
First step to getting a permanent driving license. Must hold LL for 30 days before permanent DL test.
Visit Parivahan Sewa Portal
Go to sarathi.parivahan.gov.in — the national driving license portal
Register and Login
Register with mobile number and fill basic profile
Apply for LL
Click 'Apply for Learner Licence' → Select state and RTO → Fill application
Upload Documents
Upload Aadhaar (address proof), age proof, and passport-size photo
Pay Fee and Book Slot
Pay LL fee (₹150–₹250) and book test slot at RTO
Appear for Computer-based Test
Take the online theory test at RTO — 30 minutes, 15 questions, must score 9/15. Topics: road signs, traffic rules.
Get Learner's License
Pass the test → Learner's license issued instantly or by post. Valid for 180 days.

Learner's License issued same day (if online) or within 7 days
Apply for permanent DL after holding Learner's License for at least 30 days
Wait 30 Days After LL
You must hold Learner's License for minimum 30 days before applying for permanent DL
Practice Driving
Practice under a licensed trainer. Make sure you can handle the vehicle confidently for the test
Visit sarathi.parivahan.gov.in
Apply for Driving License → Select Permanent DL → Enter LL number
Fill Application and Pay
Fill Form 4, pay fee (₹300–₹500) and book road test appointment at RTO
Appear for Road Test at RTO
Drive on the test track as instructed by the Motor Vehicle Inspector. Tests: start, stop, turns, reverse, hill hold (for 4-wheelers)
Biometrics at RTO
Fingerprints and photo captured at RTO
Receive DL
Permanent DL dispatched by Speed Post within 30 days. Download soft copy at DigiLocker or sarathi.parivahan.gov.in
Fee
₹300–₹500 (varies by state and vehicle class). ₹200 extra for smart card DL.
Processing Time
30 days after road test
Renew your DL before or within 1 year of expiry

Confirm personal details and upload fresh photo
Medical Certificate
