Most candidates prepare for the written examination and assume the Document Verification (DV) round is a formality. It is not. DV is a mandatory eligibility re-verification conducted in person, where you must prove โ with original documents โ every claim you made in your application form. The recruitment board compares your application data against physical documents line by line. A single mismatch, a missing attestation, or an expired certificate is enough for rejection, and in most cases, there is no second opportunity or appeals process on the same day. According to feedback from SSC Combined Graduate Level and IBPS bank recruitment cycles, a significant portion of DV-stage rejections fall into just four categories: category/reservation certificate issues (expired or wrong format), name and date-of-birth mismatches between documents, missing or improperly issued educational certificates, and self-attestation errors on photocopies. Understanding each of these categories in advance โ and taking corrective action at least 30 days before your DV date โ is the difference between joining service and reappearing next year.
Your date of birth (DOB) is the most critical data point in any government recruitment application. Once submitted, it cannot be changed. For DOB proof, the Matriculation (Class 10) Certificate or Mark Sheet issued by a recognised board (CBSE, ICSE, or State Board) is the gold standard โ it is accepted by virtually every central and state recruitment authority. A Birth Certificate issued by a Municipal Corporation, Panchayat, or Notified Authority is accepted as secondary proof for DOB, but only if it was issued within one year of birth; post-facto birth certificates issued years later are frequently rejected. Aadhaar Card: While Aadhaar is accepted as identity proof, it is not recommended as primary DOB proof because Aadhaar dates are self-declared and not independently verified by UIDAI in all cases. If your Aadhaar DOB differs from your Matriculation certificate by even one day, update it at an Aadhaar Seva Kendra before your DV date โ use your Matriculation certificate as supporting proof. Your educational qualification is the second most-verified document category at DV. You must carry all of the following without exception: (1) Original Degree or Provisional Certificate from your university โ if your original degree has not been issued yet (common for recent graduates), a Provisional Certificate from the Registrar of your university is mandatory. A photocopy of the degree or a screenshot from a university portal is not accepted. (2) Consolidated Marksheet or Marksheets for all semesters โ some boards issue a single consolidated marksheet; others issue separate marksheets per semester or year. Carry all of them. A combined or consolidated marksheet alone, without individual semester marks, may not satisfy some boards' DV requirements. (3) Passing Certificate or Migration Certificate โ required if you completed a degree from a state other than where you are currently residing. (4) Equivalency Certificate โ if your degree is from a non-UGC-recognised institution, a foreign university, or a distance-education programme, you must carry an equivalency certificate from the Association of Indian Universities (AIU) or the relevant UGC body confirming that your degree is equivalent to a recognised Indian degree. (5) Mark Sheet Authentication: If your original marksheets are damaged or show erasures, get a duplicate issued by your university Registrar โ self-made corrections on marksheets cause automatic rejection. Never laminate your original degree or marksheets. Laminated originals are treated as tampered documents.
The OBC (Other Backward Classes) โ Non-Creamy Layer (NCL) certificate is the single most frequently contested document at Document Verification for central government recruitments. There are three distinct rules you must understand and comply with. Rule 1 โ The Crucial Date and the 3-Year Financial Year Window: For central government recruitments, your OBC-NCL certificate must be issued within the financial year in which the recruitment notification was published, OR within the three preceding financial years โ this is collectively known as the 'crucial date' window. Example: If the notification was published in FY 2025-26 (April 2025 to March 2026), your certificate must have been issued on or after April 1, 2022. An OBC-NCL certificate issued in, say, August 2021 is expired and will be rejected. Rule 2 โ Issuing Authority: The certificate must be issued by a competent authority of the state/UT in which you are domiciled. 'Competent authority' means a designated revenue officer at the rank of Tehsildar or above (Sub-Divisional Magistrate, District Magistrate, Additional District Magistrate, or Collector). An OBC certificate issued by a Gram Panchayat, Village-Level Officer, or Municipal Ward Officer is NOT valid for central government recruitments. Rule 3 โ Non-Creamy Layer Income Limit: The annual gross income of your family (both parents combined) must not exceed โน8 lakh for central government OBC-NCL status. This is the limit as revised in 2017 and applicable to central government recruitments as of 2026. Some states set different limits for their own state-level recruitments โ check the specific notification. The certificate must explicitly state 'Non-Creamy Layer' โ a general OBC caste certificate without the NCL declaration is not valid for central government recruitments.
The Economically Weaker Section (EWS) certificate was introduced following the Constitution (103rd Amendment) Act, 2019 and provides 10% reservation for candidates from the general category whose family income falls below the specified threshold. Understanding the exact validity rules is critical. Income Limit: Your family's gross annual income (from all sources โ salary, agriculture, business, profession, other sources) must be below โน8 lakh per annum. This limit applies to the year preceding the application date, not the year of the DV. Land Holding Criteria โ Disqualifying Conditions: Even if your income is below โน8 lakh, you are NOT eligible for EWS if your family owns (a) 5 acres or more of agricultural land, (b) a residential flat of 1,000 sq ft or more, (c) a residential plot of 100 sq yards or more in a notified municipal area, or (d) a residential plot of 200 sq yards or more outside a notified municipal area. All four conditions are checked independently โ failing even one disqualifies you. Financial Year Validity: The EWS certificate must be for the financial year immediately preceding the application year. For a notification published in FY 2025-26, the certificate should be for FY 2025-26 (covering income from April 2025 to March 2026, certified after March 31, 2025). An EWS certificate from the previous year is not valid for the subsequent year's application, though rules on this vary by recruitment body โ check the specific notification carefully. Issuing Authority: A Tahsildar, SDM, BDO, or equivalent state revenue officer of not below the rank prescribed in the notification. The Central Government has issued a standardised EWS certificate format โ confirm that the issuing authority uses this format.
Scheduled Caste and Scheduled Tribe certificates are issued at the state level but must follow centrally prescribed formats for central government recruitments. There are two critical points. First โ Central Format Requirement: The Government of India prescribes specific formats for SC and ST certificates to be used for central government recruitments. Many states have their own certificate formats with different headings and language. While states are supposed to use the central format or one that contains all required elements, candidates have been rejected at DV because their state-issued certificate used a format that omitted required declarations. Download the Central Government's prescribed SC/ST certificate format from the recruitment authority's official website (UPSC, SSC, or the respective PSC) and compare it against your certificate before DV. If there are material differences, apply for a fresh certificate on the correct format from your Tehsildar or District Magistrate. Second โ Scheduled Area Requirement for ST: For Scheduled Tribe candidates, the certificate must explicitly name the scheduled tribe as listed in the Constitution (Scheduled Tribes) Order, 1950 โ and the certificate must confirm that the tribe is scheduled in the state or union territory where you are ordinarily resident. A caste certificate that lists only the broader community name without the specific scheduled tribe sub-group name can be rejected. Third โ Physical Verification Risk: In some recruitments (particularly for posts requiring state domicile), the selection board may verify your SC/ST claim against state records. Ensure that the village or area of your origin is correctly mentioned in the certificate.
Persons with Benchmark Disabilities (PwBD): To claim PwBD reservation, you must have a disability of 40% or more (as defined under the Rights of Persons with Disabilities Act, 2016). The certificate must be issued by a competent medical authority โ typically a Medical Board at a Government Hospital. Two types of certificates are recognised: (a) the traditional Disability Certificate issued by a District Medical Board, and (b) the UDID (Unique Disability ID) card issued under the UDID project of the Ministry of Social Justice. As of 2026, most central government recruitments accept both, but the UDID card is increasingly preferred as it integrates with Aadhaar and has a standardised national format. Carry both if you have them. The disability certificate must specify the exact type of disability (locomotor, visual, hearing, speech, intellectual) and the percentage โ a certificate that says only 'Disabled' without specifying type and percentage will be rejected. Ex-Servicemen (ESM): Must carry: Discharge Book (original), Service Certificate from the Army/Navy/Air Force confirming total service years, Rank at the time of discharge, and No Objection Certificate (NOC) from the previous employer if currently employed. 'Ex-Servicemen' status has specific definitions โ check the notification for whether the post has ESM reservation and the exact definition used. Serving Government Employees: If you are currently employed by the Central or State Government and are applying for another post, you must carry a No Objection Certificate (NOC) from your current employer/department, stating that the department has no objection to your candidacy. The NOC must be on official letterhead with a proper stamp and the signature of a competent authority. Without a valid NOC, your candidature at DV will be cancelled.
Name and date-of-birth mismatches between documents are extremely common โ a middle name missing from Aadhaar, a father's name spelled differently across documents, a surname changed after marriage, or a date transposition (07/03 vs 03/07) from a clerical error. The standard corrective instrument is a Notarised Affidavit, commonly titled 'Affidavit for One and the Same Person'. Here is exactly what this affidavit must contain: (1) Your name as appearing in the primary document (Matriculation certificate), (2) The variant name or misspelled name exactly as it appears in the other document, (3) A declaration that 'I, [Name as in 10th certificate], son/daughter of [Father's name], resident of [complete address with pin code], solemnly affirm that [Name as in 10th certificate] and [Name as in Aadhaar/other document] are one and the same person and the same individual is referred to in both documents.' (4) Your signature with name as in the primary document. This affidavit must be executed before a First-Class Judicial Magistrate or a Notary Public authorised under the Notaries Act, 1952. It must have the Notary's stamp, registration number, and signature. A plain unnotarised affidavit on stamp paper โ without the Notary's attestation โ is NOT accepted. Take the affidavit to at least two photocopies, both self-attested, to carry alongside originals at DV. For DOB mismatches specifically, the affidavit alone may not suffice โ you may also need a correction certificate from the school/board that issued your Matriculation mark sheet. Contact the board's regional office to apply for a correction in the board records.
Every government recruitment notification specifies a 'crucial date' โ this is typically the last date of online application, though some notifications use the date of notification or the first day of the examination. The crucial date determines what age you must be, which financial year's OBC-NCL/EWS certificate is valid, and whether your educational qualification is complete. If your category certificate has expired relative to the crucial date in the notification, you must obtain a fresh certificate before your DV date. Do not wait until you receive the DV call letter โ the process of getting an OBC-NCL or EWS certificate from your Tahsildar can take 15 to 45 days depending on your state. Start this process the moment you learn you have cleared the written exam. What to check on your certificate: (a) The issue date โ not the expiry date printed on it (if any). Calculate whether it falls within the valid window specified in the notification. (b) The financial year it covers โ make sure it is the current or immediately preceding financial year. (c) The exact name of the issuing authority and their rank โ confirm that the rank meets the minimum prescribed in the notification. A certificate issued by a Block Development Officer may be valid in some states but not others. If you cannot obtain a fresh certificate before DV because of administrative delays at the government office, get an acknowledgement receipt of your application โ this does not guarantee acceptance but demonstrates that you applied in good faith before the DV date.
If your final degree certificate has not been issued by your university (a common situation for candidates who cleared exams within 1โ2 years of graduation), you must obtain a Provisional Certificate from the Registrar or Controller of Examinations. Here is the standard process: Step 1: Write or apply online to your university's Examination Section with your enrollment number, course details, semester or year of completion, and a formal letter requesting a Provisional Certificate for the purpose of Document Verification in a central/state government recruitment. Step 2: Some universities have a standard application form โ download it from the university website. Step 3: Pay the prescribed fee (typically โน100โโน500). Step 4: Attach supporting documents โ usually your admit card for the final examination, your last semester/year marksheet, a photocopy of your fee receipt, and a copy of your DV call letter showing the date. Step 5: The university Registrar typically issues the Provisional Certificate within 5โ15 working days. If your university is slow, visit the office in person with a copy of your DV call letter โ most universities prioritise government recruitment cases. Important: A Provisional Certificate must be on the university's official letterhead, with the Registrar's signature and the university seal. A duplicate issued by your college or department is not sufficient. If even a Provisional Certificate cannot be arranged in time, request a Registrar's Undertaking โ a letter from the Registrar stating that you have completed all requirements for the degree and the degree is pending formal issue. Some recruitment authorities accept this, but check the specific notification.
7 Days Before DV: Collect all original documents in one place. Go through the recruitment notification's DV checklist document by document. Flag any document that is missing, expired, or has a discrepancy. Begin any Notary Affidavit process immediately. 5 Days Before DV: Prepare three sets of documents โ Set 1 is all originals. Set 2 is self-attested photocopies (Set A). Set 3 is a second set of self-attested photocopies (Set B). Most DV boards retain one set of photocopies permanently. Self-Attestation Procedure: Write 'Self-Attested' followed by your full signature, your full printed name, and the date. Do not abbreviate your name. Write on the photocopy, not on the original. Do not use a rubber stamp โ handwritten self-attestation is required. 3 Days Before DV: Arrange passport-size photographs. Most DV calls specify that photographs must match the one attached to your original application form. If you no longer have identical photos, bring 8โ10 photos of the same type taken in the same studio setting and be prepared to explain. Many boards will accept current photos with an explanation, but some are strict. Upload all critical documents to DigiLocker (digilocker.gov.in) and to a secure cloud drive (Google Drive or similar) โ not as a substitute for originals, but as a backup to verify details if a discrepancy is found. Day Before DV: Organise all documents in a plastic folder with labelled dividers: Identity Proof, DOB Proof, Educational Certificates (in order from 10th to highest), Category Certificate, Photograph Proofs, NOC/Special Category. On DV Day: Arrive 30 minutes before your assigned time. Keep all originals easily accessible โ do not seal them in an envelope. Remain calm if a minor discrepancy is found โ boards do exercise discretion for cosmetic issues like minor spelling variations if supported by an affidavit.

Original Degree or Provisional Certificate. Migration Certificate (if applicable). Equivalency Certificate (if applicable). CATEGORY CERTIFICATE โ Original OBC-NCL certificate with issue date in valid financial year window. OR Original EWS certificate for current financial year. OR Original SC/ST certificate in Central Government prescribed format. SPECIAL CATEGORIES โ Disability Certificate or UDID Card (PwBD candidates). Discharge Book and Service Certificate (Ex-Servicemen). NOC on official letterhead (serving government employees). MISMATCHES โ Notarised Affidavit for One and Same Person (if any name variation). Marriage certificate (if surname changed). Gazette notification (if name legally changed). PHOTOGRAPHS โ 8โ10 recent passport-size photographs. APPLICATION FORM โ Printout of original application form submitted. DV call letter. PHOTOCOPIES โ Two complete sets of all above documents, all self-attested with full signature, name, and date.
