The EWS certificate unlocks 10% reservation in central government jobs and education — but getting it wrong disqualifies your entire application. Many candidates submit state income certificates instead of the central format, use expired certificates, or miscalculate family income. This is the most complete checklist for getting your EWS certificate correct across all states.
There are two types of income certificates in India: a general state income certificate (used for state schemes, ration cards, etc.) and the EWS certificate in the Government of India format prescribed by DoPT (Department of Personnel and Training). For central government job applications — UPSC, SSC, IBPS, RRB, and all central recruitment — you MUST have the certificate in the GoI format, not just any income certificate. The GoI EWS format has a specific structure: it must state the family's gross annual income, list all sources of income, confirm the absence of disqualifying property, carry the signature and seal of the competent authority, and be valid for the specific financial year. If your certificate is missing any of these elements, it will be rejected at document verification — even if all the information is correct.
Family income for EWS includes ALL of the following: salary/wages of the applicant and spouse, income from business or profession, rental income from any property, agricultural income (even though it is tax-exempt, it counts for EWS), income from investments and interest, pension income. Family for EWS means: the applicant, their parents, spouse, and minor (under 18) children — unmarried adult children are included if financially dependent. The threshold is ₹8 lakh gross annual family income. Common mistakes: including only the applicant's income and not the parents' income. A candidate whose father earns ₹6 lakh and they earn ₹3 lakh is not EWS-eligible — family total is ₹9 lakh. Get your family income assessed by a Chartered Accountant or compute it from all Form 16s and bank statements.

Even if your family income is below ₹8 lakh, you are NOT eligible for EWS if your family owns: residential flat of 1,000 sq ft or more anywhere in India; agricultural land of 5 acres or more; residential plot of 100 sq yards or more in a notified municipality; residential plot of 200 sq yards or more in a non-notified area. These conditions are checked against the family's total holdings across India — not just one state. A farmer who owns 4.5 acres in one district and 1 acre in another district (total 5.5 acres) is disqualified. The property check covers the applicant, parents, spouse, and dependent children — the same family definition as income.
Uttar Pradesh: Apply at edistrict.up.gov.in → Revenue Department → 'Aay Praman Patra' (select Central Government format). Attach Aadhaar, ration card, income documents, self-declaration of property status. Maharashtra: Apply at aaplesarkar.mahaonline.gov.in → Revenue → 'EWS Income Certificate'. Bihar: Apply at serviceonline.bihar.gov.in → select 'EWS certificate (Central Format)'. Rajasthan: Apply at emitra.rajasthan.gov.in. Gujarat: Apply at digitalgujarat.gov.in. Karnataka: Apply at nadakacheri.karnataka.gov.in. Tamil Nadu: Apply at tnedistrict.tn.gov.in. For all states: the competent authority is Sub-Divisional Magistrate (SDM), Tehsildar, or District Magistrate as notified by the respective state. If applying offline, obtain the DoPT-prescribed blank form from the SDM office.
Income proof: Latest Form 16 or salary certificate for salaried family members. Audited accounts or CA certificate for self-employed members. Bank statements for the previous financial year showing income inflows. Agricultural income: Khasra/Patta showing land area + declaration of cultivation income. Property proof: Revenue records (Khatian/ROR) for all agricultural land. House tax receipt or property documents for residential property. Self-declaration that no disqualifying property is owned anywhere in India. Identity documents: Aadhaar cards for all family members. Ration card showing family composition. Category proof: Any certificate confirming General category (not SC/ST/OBC). PAN card of applicant and earning family members.
EWS certificates are valid for one financial year only (April 1 to March 31). For central government exam applications, most notifications specify 'certificate must be from the current financial year' or 'must be issued within 12 months of the application date'. Check the specific exam notification for exact validity requirements. Best practice: Apply for a fresh EWS certificate in April of each year so it is ready for any exam notification that opens between April and March. Keep 5 self-attested photocopies of the certificate once obtained. Original is needed only at document verification — submit photocopies with exam applications unless the notification specifically says 'original only'. If your financial situation changes (income increases above ₹8 lakh), stop claiming EWS — submitting a false certificate is a criminal offence and causes permanent disqualification from central services.
