Since January 2019, a 10% reservation in central government jobs and central educational institutions has been available for Economically Weaker Sections (EWS) of the General category. To claim this reservation, you need a valid EWS certificate from a competent authority. This guide explains exactly who qualifies and how to get the certificate.
EWS reservation is for General category candidates (those not covered by SC, ST, or OBC reservation) whose family does not own: agricultural land of 5 acres or more; a residential flat of 1,000 sq ft or more; a residential plot of 100 sq yards or more in notified municipalities; a residential plot of 200 sq yards or more in non-notified areas. Additionally, annual family income must be below ₹8 lakh. All conditions must be satisfied simultaneously.
Family income includes income from all sources: salary, agriculture, business, and profession of all family members — the applicant, parents, spouse, and minor children. ₹8 lakh is the gross income, not net. Agricultural income, which is generally exempt from income tax, is still counted. If your family owns agricultural land with annual income from it, that must be included. The income is assessed for the financial year immediately preceding the year of application.

SC, ST, and OBC candidates are not eligible for EWS — EWS is specifically for the unreserved/General category. Candidates who have previously availed of reservation as OBC should not apply under EWS. Members of the Creamy Layer of OBC who are treated as General category — they may qualify for EWS if they meet the income and property criteria. Always check the specific exam notification for the precise definition used.
Income certificate from competent authority (Tehsildar/SDM) showing total family income below ₹8 lakh. Property declaration — either a self-declaration that no property above the threshold is owned, or property documents if land is owned but below the threshold. Aadhaar card. Caste certificate confirming General category (if applicable in your state). The certificate must be in the format prescribed by the Government of India (DoPT format) — not just any income certificate.
EWS certificates are issued by Sub-Divisional Magistrate (SDM), Tehsildar, Block Development Officer, or any gazetted officer as prescribed by the state government. Most states now have online application through e-district portals — the process is the same as OBC certificate application. Apply at least 2 months before the exam application deadline. Validity is typically 1 financial year — get a fresh certificate each year.
Wrong format — using a state income certificate instead of the central EWS format. Expired certificate — most exams require the certificate to be from the current or previous financial year. Including only the applicant's income instead of total family income. Not reading the property exclusion criteria carefully — owning a small piece of agricultural land (even 5 acres) disqualifies regardless of income level. Apply for the certificate well in advance and verify the format matches what the exam notification requires.
