Operational through the 1980s as a sub-component of IRDP, this scheme provided subsidised improved toolkits to rural artisans (blacksmiths, carpenters, weavers, potters, etc.) to upgrade their productivity. It was one of the six schemes merged into SGSY in 1999. The toolkit subsidy ranged from 50% for general category to 100% for SC/ST artisans.
