Ministry of Industry
The Small Industries Development Programme of the 1960s encompassed a network of Small Industries Service Institutes (SISIs), District Industries Centres (proposed), and tool rooms to support artisan and small-scale industries. It provided technical advisory services, credit facilitation through SIDBI's predecessor institutions, and training. The programme formed the backbone of MSME support before the dedicated MSME ministry was created.
