Launched on 25 September 2001 by merging EAS and JGSY, SGRY aimed to provide wage employment to rural poor and create durable community assets through a combination of cash and foodgrain wages. It was an umbrella employment programme covering all rural areas and disbursed 5 million tonnes of foodgrains annually from FCI stocks. SGRY was subsumed into the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in February 2006.
