Launched in March 2009 to achieve universalisation of secondary education (Classes 9-10), RMSA aimed to open secondary schools within 5 km of every habitation and make quality secondary education affordable and accessible. It funded construction of new schools, additional classrooms, science labs, libraries, and ICT infrastructure. RMSA was merged with SSA and Teacher Education to form Samagra Shiksha in 2018.
