Announced in June 2009 and formally launched in 2011, Rajiv Awas Yojana was India's first scheme explicitly aimed at creating a 'Slum Free India' by providing property rights to slum dwellers and upgrading slum areas in towns with population below 1 lakh. RAY had an experimental phase (2011-2013) and a full implementation phase (2013-2022) but was merged into the Pradhan Mantri Awaas Yojana — Urban (PMAY-U) when that was launched in June 2015.
