One Nation One Ration Card (ONORC)

One Nation One Ration Card (ONORC) is a technology-driven reform that allows any NFSA (National Food Security Act) beneficiary to purchase their entitled food grain from any Fair Price Shop (FPS) in India — regardless of where their ration card was issued. Before ONORC, a migrant worker who moved from Bihar to Mumbai would lose access to their ration in both places: the Bihar shop would not give rations to someone not present, and the Mumbai shop would not accept a Bihar ration card.

ONORC solves this through Aadhaar-based point-of-sale authentication at all Fair Price Shops. When a beneficiary visits any FPS, they authenticate via Aadhaar biometric and their entitlement is deducted from their national quota — regardless of which state issued the original card. This is transformative for India's estimated 14 crore migrant workers who previously had to choose between their food security and their livelihood.

As of July 2026, all 36 states and UTs are on the ONORC platform and over 95 crore beneficiaries can access their ration from any FPS in India.
