Following the Kothari Commission Report (1964-66) and National Policy on Education 1968, a package of schemes was launched to implement the 10+2+3 educational structure, introduce the three-language formula, and achieve the target of spending 6% of national income on education. This included teacher training, textbook production, and school expansion programmes. The framework was superseded by the National Policy on Education 1986.
