Ministry of Rural Development
The Million Wells Scheme, launched in 1988-89, provided free open wells to SC/ST and freed bonded labourers from BPL families for irrigation and drinking water. It was a sub-component of IRDP meant to supplement irrigation access for the most marginalised agricultural households. The scheme was merged into the Swarna Jayanti Gram Swarozgar Yojana (SGSY) in 1999.
