Launched on 1 April 1999 as a restructured version of the Jawahar Rozgar Yojana (JRY), JGSY focused exclusively on creation of demand-driven village-level infrastructure such as roads, community assets, and drainage. Unlike JRY which had employment as primary goal, JGSY had infrastructure creation as primary objective. It was merged into the Sampoorna Grameen Rozgar Yojana (SGRY) in September 2001.
