Ministry of Home Affairs (later Rural Development)
Initiated in 1974-75 for the development of specified hill areas, HADP provided plan assistance to hill areas of states like Uttar Pradesh, West Bengal, Tamil Nadu, and Assam (outside the northeastern states which had separate programmes). It promoted horticulture, forestry, animal husbandry, and small industries suited to hill ecology. HADP continued through several Five Year Plans and was gradually subsumed into broader hill area development frameworks.
