Launched in 1971 during the Fourth Five Year Plan, the Crash Scheme for Rural Employment was designed to provide immediate wage employment to rural poor during lean agricultural seasons. It funded labour-intensive public works like road construction, minor irrigation, and soil conservation. The CSRE was an early predecessor to the National Rural Employment Programme (NREP) launched in 1980.
