The Antyodaya Programme was first launched in Rajasthan in 1977 under Chief Minister Shiv Charan Mathur to target the poorest families in each village — 'lifting the bottom of the pyramid'. Five poorest families per village were identified and given priority access to credit, land, and government scheme benefits. The concept influenced the later national-level Antyodaya Anna Yojana (2000) and the Antyodaya approach adopted in IRDP targeting methodology.
