Government of Rajasthan (state scheme, influenced national policy)
The Antyodaya Programme was first launched in Rajasthan in 1977 under Chief Minister Shiv Charan Mathur to target the poorest families in each village â 'lifting the bottom of the pyramid'. Five poorest families per village were identified and given priority access to credit, land, and government scheme benefits. The concept influenced the later national-level Antyodaya Anna Yojana (2000) and the Antyodaya approach adopted in IRDP targeting methodology.
