The First Five Year Plan (1951-56) included a major programme to revitalise and expand agricultural credit cooperatives across rural India, building on the Cooperative Credit Societies Act framework. The scheme provided government share capital contribution and state assistance to strengthen Primary Agricultural Credit Societies (PACS). It laid the foundation for India's cooperative banking network which later became a key channel for IRDP and Kisan Credit Card disbursement.
