Launched in 2002-03 as a follow-up to APDP, APDRP provided central loans (convertible to grants on achieving AT&C loss targets) to state utilities for urban distribution network upgradation, consumer indexing, and IT systems. APDRP Phase I ran 2002-08 and Phase II (R-APDRP) 2008-2014. Both phases were eventually restructured under the Integrated Power Development Scheme (IPDS) in 2014.
