An income certificate is one of the most frequently required documents for government schemes, scholarships, EWS certificates, OBC NCL certificates, and fee waivers. Yet many applicants do not know which type they need, where to get it, or why it gets rejected. This guide covers everything — state by state.
There are two types of income certificates you need to understand. General income certificate (issued by state): Used for state-level scheme applications, fee concessions, ration card upgrades, and as supporting documentation. This is the standard certificate most people get. Central Government format income certificate: Required specifically for EWS reservation in central government jobs, central government scholarships on NSP, and some central welfare schemes. The central format must explicitly state: total gross annual income from all sources for all family members, and a declaration that no disqualifying property is owned. A general state income certificate may not have this specific format — always check the notification for which format is required.
Go to edistrict.up.gov.in → Register (or login if already registered) → Apply for Certificate → Aay Praman Patra (Income Certificate) → Fill family details, occupation, annual income from all sources → Upload: Aadhaar card, ration card, self-declaration of income, photograph → Pay fee (₹10–30) → Submit → Download acknowledgement slip → Track status using your application number. Certificate is typically issued within 7–15 working days by the Tehsildar's office. The certificate shows up digitally on the portal and can be downloaded. UP income certificates are accepted for most central government purposes as they follow the GoI format.

Visit serviceonline.bihar.gov.in → 'Revenue and Land Reforms' department → Aay Praman Patra → Fill the form specifying all income sources → Upload Aadhaar, ration card, bank statement, and self-declaration → Pay fee (₹30) → Submit. Bihar certificates are issued by the Circle Officer or SDM within 15 days. For central government use: specifically request the 'Central Government format' when applying — Bihar now provides this as a separate option in the online portal.
Go to Aaple Sarkar → Revenue Department → 'Utpanna Dakhala' (Income Certificate) → Fill all family member income details → Upload documents: Aadhaar, ration card, Form 16 (if salaried), bank statements → Submit → Track at the portal. Maharashtra income certificates are issued by the Tehsildar. Processing time: 15–30 days. Maharashtra certificates include an option to specify whether they are for state or central government purposes.
Rajasthan: Apply at emitra.rajasthan.gov.in or any eMitra kiosk. Documents: Aadhaar, ration card, income declaration. Fee: ₹40. Gujarat: Apply at digitalgujarat.gov.in → Revenue → Income Certificate. Documents: Aadhaar, ration card, self-declaration. Tamil Nadu: Apply at tnedistrict.tn.gov.in → Revenue → 'Income Certificate'. Documents: Aadhaar, community certificate, income declaration. Tamil Nadu certificates are issued within 7 days. Karnataka: Apply at nadakacheri.karnataka.gov.in → 'Income Certificate'. Documents: Aadhaar, ration card, income proof.
Income certificates are valid for 1 financial year (April 1 to March 31). For central government scholarship applications on NSP, the certificate must be from the current financial year. Common rejection reasons: Income stated is too high for the claimed category (e.g., declaring ₹3 lakh but applying for a scheme with ₹2.5 lakh limit). Only one family member's income declared — inspectors may verify and reject if full family income is higher. Certificate format does not match what the application requires. Issuing authority's seal is unclear or signature missing. Certificate older than 1 year. Always apply early and keep 4–5 certified photocopies once obtained.
