State PSC exams are increasingly accepting DigiLocker documents for online applications and document verification rounds. But the rules differ across states — what works for UPSC may not work for BPSC. A wrong document format at the document verification stage means disqualification even after clearing the exam. This guide covers every state PSC's DigiLocker acceptance policy and how to present documents correctly.
As of 2026, the following state PSCs formally accept DigiLocker-issued documents as valid proofs: UPPSC (Uttar Pradesh): Accepts DigiLocker for Class 10/12 certificates, degree certificates, and caste/domicile certificates for online applications. Physical originals still required at document verification. BPSC (Bihar): Accepts DigiLocker documents for online application uploads. Physical originals mandatory at DV (Document Verification) stage. MPPSC (Madhya Pradesh): Accepts DigiLocker for educational certificates in online applications. TNPSC (Tamil Nadu): Explicitly accepts DigiLocker-issued certificates as legally valid. Karnataka PSC, RPSC, HPSC: Accepting DigiLocker for online applications since 2024. For any PSC not listed: assume digital is accepted for online uploads but physical originals are required at DV. Always read the current year's notification.
Educational certificates: CBSE Class 10 and 12 marksheets (from 2004 for Class 10, 2009 for Class 12). State board certificates from 20+ integrated state boards. Degree and diploma certificates from 100+ universities connected to NAD (National Academic Depository). Caste and category certificates: OBC, SC, ST, EWS certificates issued by state governments are now progressively being added to DigiLocker via state e-district portals. Check your state's DigiLocker 'Partners' section to confirm availability. Identity documents: Aadhaar (always available), Driving Licence, Voter ID. Importantly: domicile certificates and income certificates — not all states issue these through DigiLocker yet.

Documents downloaded from DigiLocker are PDF files with an embedded digital signature from the issuing authority. When uploading to a state PSC portal: Download the document as a PDF from DigiLocker (not a screenshot). The file will have a QR code and an UIDAI/issuing authority digital signature. Some portals accept direct upload of the DigiLocker PDF. Others require you to upload as an image — in this case, convert the PDF to JPG/PNG using any free PDF-to-image converter while maintaining the QR code visibility. File size limits on PSC portals are typically 100KB–500KB — compress if needed using ILoveIMG or SmallPDF while keeping the QR code legible.
During in-person document verification at state PSC offices, DigiLocker documents can be presented in two ways. Method 1 — Show on DigiLocker App: Open the DigiLocker app on your phone, navigate to the specific document, and show the verifying officer. They can scan the QR code using their scanner to verify authenticity in real time. Method 2 — Printed with QR Code: Print the DigiLocker PDF on A4 paper. The printed version with the QR code is legally valid. Verifying officers can scan the QR code on the printout. Important: a screenshot of the document is NOT a valid DigiLocker document — it must be the original PDF download. Always carry physical original documents as backup in case the DV centre has scanner/connectivity issues.
If your state board is not integrated with DigiLocker, your physical marksheet remains the only valid document. To check integration: open DigiLocker → search 'Partners' → filter by 'Education' → look for your board's name. Boards currently integrated: CBSE (all years from 2004/2009), Maharashtra Board (from 2014), AP Board, Telangana Board, RBSE (Rajasthan), HPBOSE (Himachal Pradesh), PSEB (Punjab), and several others. Boards not yet integrated: Many state boards from Bihar, UP, Jharkhand, and North-East states. Check the current Partners list as integration is continuously expanding.
Issue: 'Digital Signature Invalid' on the PDF. Solution: Open with Adobe Acrobat Reader (not Chrome or Edge PDF viewer). Adobe validates Indian government DSC (Digital Signature Certificate) correctly. Issue: QR code not scannable on printed copy. Solution: Ensure you print at 100% scale, not 'fit to page' — scaling down makes the QR code too small to scan. Use high-quality printing (not photocopies of printouts). Issue: Document not available on DigiLocker. Solution: The issuing authority may not have uploaded that year's records. Get the physical original from the issuing board/university. Issue: Officer does not accept DigiLocker. Solution: Politely show the notification section that states DigiLocker is accepted. If refused, escalate to the supervising officer — rejecting a legally valid DigiLocker document is against the IT Act.
